For example, exim could have rules like:

  - do not accept email to the second list address through the external
    lug.org.uk interface

  - rewrite the From header according to some formula on all emails
    destined for the second list  (if mailman's rewriting options prove
    inadequate)

(But that solution still doesn't touch email addresses quoted in the
body of messages, which would need some custom code plugging in
somewhere.)
