[EdLUG] Notifications and ubuntu 19.10

Is this a new thing since 19.10 or something that happened when you moved
to 19.10?

Note that 19.10 is going to be out of support soonish, so probably moving
to 20.04 is worth it anyway to see if the notification behaviour is
restored to the way you expect??
