Probably manually installed with the wrong umask.

Set the umask to 022 before package installs & revert afterwards.

 > $ ls -l  /usr/share/lynis/include/consts
 > ls: cannot access '/usr/share/lynis/include/consts': Permission denied

See your install permission error with these commands:
$ ls -ld  /usr/share/lynis
$ ls -lR  /usr/share/lynis/


Compare permissions & ownership to other packages in /usr/share/
