[EdLUG] Retained messages when mailing list

Hi

Those who have been mailing recently might have seen a number of messages
being held for approval - this was due to the max Cc address being set a
little too low, this is fixed.

For reference, max number of recipients was 3, now is raised to 10. Tends
to happen when a lot of messages go back and forth and people use Reply-All
instead of replying directly to the list. Ceiling is defined so as to avoid
messages that were randomly scatter-gunned, which happens with spammers.
