In what sense is a "URL handler" involved?

Has the installer been downloaded and saved in that download/Windows/
folder already, or is this something intercepting the download (URL)?

ALWAYS download & save an installer before thinking about running it, 
even if browsers/ source websites/ Windows try to do both things at
once.


Which aspect of what iTunes does are you trying to achieve?  Is it 
finding audio files online, or downloading them, or syncing them to
some other device?  Is the phone an iPhone?

If there's a way to use some other pieces of software to do those 
things, I'd do it.
