Its fixed.  /topic was 
Topic for #EdLUG is "#edlug Welcome to Edinburgh Linux User Group.  Christmas meal is at La Sal on 4th December.  Go to http://goo.gl/forms/NRvlwI8v1V to book a place."

Anyone can change /topic in #EdLUG I was expecting to need +o but i don't have any flags at all.
