I think this is more of the point - whatever system you try to put in
place, you have to actively add permissions and manage them.

This is, in fact, what re-tweeting is designed to solve - easily sharing
what others posted :-)

Another solution would be to automate retweets - anytime EdLUG account is
mentioned with "Hey @EdinburghLUG" in the tweet, it could auto-retweet, and
you just need to add authorized twitter accounts to a text file...?
